The Birth did not Occur in a Hospital
When the birth did not occur in a hospital, clinic or in a similar institution, the physician, nurse, midwife, traditional midwife or what we call “hilot”, the parents of the child or anybody who attended to the delivery of the child shall be responsible both in certifying the facts of birth and causing the registration of such birth.

Birth of a Child
The birth of a child shall be registered within thirty days (30) days from the time of birth in the Office of the Civil Registrar of the municipality where the birth occurred.
